5.2 Rates and Care Codes

POLICY

Service Providers that are licensed for children aged 0-5 and do not participate in the Canada-Wide Early Learning and Child Care (CWELCC) program are not eligible to receive federal or provincial child care funding from the province, except for existing fee subsidies. 

The Manitoulin-Sudbury DSB has developed a standard set of child care rates, based on hours of care and age groups, provided for subsidized children. Fee subsidy will be issued to an approved non-profit child care centre in accordance with the DSB universal rates. Non-profit, DSB approved, child care centres must follow the standard / universal rates set by the DSB. Child care centres must charge the same universal rates to subsidized parents and full fee paying parents.

Funding under the CWELCC System is intended to support children under the age of 6 (0-5 years old), with some exceptions for children with birthdays early in the year who are 6 years of age but are still enrolled in kindergarten. 

PROCEDURE

Age groups:

  • Infant (less than 18 months)
  • Toddler (18 to under 30 months)
  • Preschooler (30 months to 4 years)
  • Kindergarten (44 months to 6 years)
  • School Age (4-12 years)


Child Care Codes for Child Care Centres:

  • Before School Care
  • After School Care
  • Before and After School Care
  • Socialization Care: up to 4 hours
  • Full Day Care: 4 hours or more

Child Care Codes for Private Home Programs:

  • Before School Care: up to 1.5 hours
  • After School Care: up to 2.5 hours
  • Before and After School Care: up to 4 hours
  • Half Day Care: 2 to 5 hours
  • Full Day Care: 5 to 9 hours
  • Extended Day Care: 9 to 13 hours
  • Overnight Care: + 13 hours 

In certain cases, children may be held back, or advanced, within an age category because of space availability or the child’s development. The rate paid will be based on the program they are attending, not their age.

Standard rates paid for each category in each age group have been determined by the Manitoulin-Sudbury DSB. These rates are listed below for child care centres and for private home day care programs. The below rates will be reviewed annually:

To facilitate the transition to $10 per day average fees by the end of 2025-26, base fees for families with children in CWELCC-enrolled programs will be capped at $22.00 per day starting January 1, 2025.
