SUBJECT: Canada-wide Early Learning and Child Care Funding – Updates to 2024 Allocations: Emerging Issues
Thank you for your ongoing leadership and commitment to ensuring that more families across Ontario have access to safe, affordable and high-quality child care.
The ministry has previously announced 2024 early year and child care funding allocations totalling about $4.1B in investments from the Government of Ontario and Government of Canada for 2024. As we continue to work together to implement the Canada-wide Early Learning and Child Care (CWELCC) system, including the new, cost-based funding approach starting 2025, I am pleased to share the following updates to 2024 emerging issues funding allocations.
Emerging issues funding is a new and separate allocation under 2024 transfer payment agreements. On November 30, 2023, the ministry announced emerging issues allocations totaling $75 million. The ministry heard early concerns from the sector and CMSMs/DSSABs that such funding was not enough to support licensees with rising costs offset by reduced parent fees. In response, in March, the ministry increased 2024 emerging issues allocations by $23.25 million, bringing total emerging issues funding to $98.25 million for 2024. This additional funding was provided to help alleviate licensees’ non-discretionary cost pressures from January to March 31, 2024.
Through more recent information gathered from CMSMs/DSSABs in June, the ministry understands that licensees have identified further pressures on emerging issues allocations for 23 of 47 CMSMs/DSSABs. Based on this updated information, to provide additional stability through the remainder of 2024 before transitioning to the new, cost-based funding approach effective January 2025, the government has further increased emerging issues funding by another $45.3 million (for a total of $143.6 million for 2024), which continues to be subject to the requirements of Section 8 of the 2024 Canada-wide Early Learning and Child Care Guidelines.
This additional funding will be provided shortly, according to the “Incremental Allocation (Sept. 2024)” set out in the Appendix. Affected CMSMs/DSSABs will receive updated transfer payment agreements (TPAs) reflecting increased 2024 emerging issues funding.
