Re: 10-Year Housing and Homelessness Plan - Issue Report
The purpose of this report is to provide the Board and the Ministry of Municipal Affairs and Housing with a year six (6) update on the 10-Year Housing and Homelessness Plan targets, objectives, and progress achieved for the DSB for the 2020 calendar year.
Through the Long-Term Affordable Housing Strategy (LTAHS) and with the passing of the Housing Services Act (HSA), 2011, the Province completed the devolution of Ontario’s affordable housing to municipalities. The Province required the development of a 10-Year Housing and Homelessness Plan to reflect certain principles or ‘interests’ that the government had prescribed in addition to considering and responding to local needs.
The Province outlined basic requirements for the content:
The Year One Report of the Plan was presented to the Board on June 26, 2015 and submitted to the Ministry of Housing.
The Year Two Report of the Plan was presented to the Board on June 22, 2016 and submitted to the Ministry of Housing.
The Year Three Report of the Plan was presented to the Board on June 21, 2017 and submitted to the Ministry of Housing.
The Year Four Report on the Plan was presented to the Board on May 24, 2018, and submitted to the Ministry of Housing.
The Year Five Report on the Plan was presented to the Board on Nov 28, 2019, and submitted to the Ministry of Housing.
At the 5-year mark the Ministry of Municipal Affairs and Housing requested a review of the Housing and Homelessness Plan to help policy makers understand what is happening and what is working in the development of Affordable Housing and the reduction of Homelessness in Ontario. A report card has been developed for further reporting.
A report card has been developed for future reporting, the report card uses SMART goals to help Service Managers operate effectively, efficiently, and economically.
SMART Goals are Specific (clearly defined), Measurable (easily recorded and compared), Attainable (reasonable), Relevant (reflect the organization’s Mission and purpose) and Time-Bound (doable in a fixed time frame)
The review identified 4 goals for the Manitoulin-Sudbury DSB to work within. Each goal has Priorities attached along with Inputs, Activities, Outputs, Outcomes and Impacts.
Goal 1. Understanding Demand for Housing Services (and Supports) by Demographic Group
Goal 2. Understanding and Addressing the Need for the Supply of Housing (and Supports)
Goal 3. Income Support for Shelter and Homelessness Prevention Services
Goal 4. Innovations and Partnerships in the Provision of Housing with Supports Conclusion
We will continue to work towards addressing each recommendation and continuing with the work achieved thus far. We believe in our 10-year plan and will continue to work to ensure our communities benefit from our commitment.
