Re: Canada-Ontario Community Housing Initiative and Ontario Priorities Housing Initiative Issue Report
Purpose
To provide the Board with an update on the 2023-2025 Canada-Ontario Community Housing Initiative (COCHI) and Ontario Priorities Housing Initiative (OPHI).
Background
The Manitoulin-Sudbury DSB received correspondence from the Ministry of Municipal Affairs and Housing on February 3rd, 2023 confirming our 2023-24 and 2024-25 allocations for COCHI and OPHI. Staff provided an overview of the allocations at the February Board meeting.

Investment Plan
The Ministry requires a prediction on the number of households for each target group to be served in our area for both COCHI and OPHI funding. The target groups include:
The investment plan proposes to use the COCHI funding of $379,900 less administration in 2023-24 for balcony and make up air replacements as prioritized in the Building Condition Assessment which was shared with the Board in October 2020. In addition to these projects, we will be supporting the Native People of Sudbury Development Corporation with foundation repairs in Espanola.

The investment plan proposes to use the COCHI funding of $412,800 less administration in 2024-25 for new windows, service door, sanitary drains and exterior ramps as prioritized in the Building Condition Assessment which was shared with the Board in October 2020.

The investment plan proposes to use the OPHI capital funding of $199,100 less administration to support the current portfolio to offset costs for large repairs. This will permit use of current Operational Funding to support the day-to-day costs.

Conclusion
Staff are recommending the Board approve the COCHI-OPHI Investment Plan totaling $579,000 for year 2023-2024 and $605,000 for year 2024-2025 to be submitted to the Ministry of Municipal Affairs and Housing.
