SUBJECT: Provincial homelessness enumeration requirements for 2021

Dear Service Manager colleagues:

I am writing to confirm that the provincial homelessness enumeration requirements for 2021 remain unchanged.

Employment and Social Development Canada recently communicated with designated communities under the Reaching Home program regarding an extension of the federal  timeline for homelessness enumeration to Spring 2022. Some of the designated communities under the Reaching Home program are also Ontario Service Managers (Consolidated Municipal Service Managers and District Social Services Administration Boards).

I want to take this opportunity to confirm that the provincial requirements and timelines for homelessness enumeration under the Minister’s Directive on Enumeration on  Homelessness are unchanged and continue to be in place. Under the Minister’s Directive, Service Managers are required to complete a homeless enumeration using a Point-in-Time Count method no later than December 15, 2021, and to submit aggregate data to the ministry by December 31, 2021. The ministry will be providing the template for reporting aggregate data to Service Managers in the summer.
